Richard Issacs, MD, FACS
CEO and Executive Medical Director
The Permanente Medical Group and Mid-Atlantic Permanente Medical Group
Dr. Richard Isaacs leads the largest medical group in the nation and is responsible for the health care of nearly five million Kaiser Permanente members in Northern California, Maryland, Virginia and the District of Columbia. He was selected as Executive Director and CEO of The Permanente Medical Group and CEO of the Mid-Atlantic Permanente Medical Group in 2017.
Dr. Isaacs received his medical degree from Wayne State University School of Medicine in that city. He completed his Otolaryngology-Head and Neck Surgery training in New York at the Manhattan Eye, Ear, and Throat Hospital/New York Hospital-Cornell Medical College/Memorial Sloan-Kettering Cancer Center.
Subsequently, he received his Head and Neck Oncologic and Skull Base Surgical training from the University of California, Davis. He joined The Permanente Medical Group following the completion of his surgical training in 1995. He is board certified in Otolaryngology with advanced certification in Head and Neck Oncologic Surgery, is a fellow of the American Academy of Otolaryngology-Head and Neck Surgery, and is a fellow of the American College of Surgeons.
Dr. Isaacs, who has published several articles in national publications, is actively involved in medical education and has served as a clinical professor of Otolaryngology at the University of California, Davis School of Medicine, Drexel University School of Medicine and California Northstate University School of Medicine.
Bernadette Loftus, MD
Associate Executive Director and Executive in Charge
Mid-Atlantic Permanente Medical Group
Dr. Bernadette Loftus leads care delivery strategy and operations for the Mid-Atlantic Permanente Medical Group in Maryland, Virginia and the District of Columbia.
Board certified in otolaryngology/head and neck surgery, Dr. Loftus received her doctor of medicine with honors from Case Western Reserve University School of Medicine in Cleveland. She completed a preliminary general surgery residency at Albert Einstein Medical Center in Philadelphia and did her otolaryngology/head and neck surgery residency at Columbia University in New York.
Dr. Loftus serves as a voting member on the National Committee for Quality Assurance's Committee on Performance Measurement and as a member of the National Committee on Evidence-Based Benefit Design of the National Business Group on Health. She is also a member of Kaiser Permanente's National Health Policy Committee; and, until January 2016, served as a commissioner on the State of Maryland's Health Services Cost Review Commission. Dr. Loftus also served on the Board of Directors of the American Medical Group Association and has been a frequent national and international speaker on the topics of pursuing value-based health care and utilizing successful physician-leadership and employee-engagement initiatives to drive performance.
